A gutter is only as good as the fascia behind it. If that board has gone soft, the hangers have nothing to hold.
Why it comes up
Wet fascia is a gutter problem first.
When a gutter overflows at the back, or a seal drips against the board, the fascia takes it.
Paint bubbles, the wood darkens, and a screw driven into it holds nothing.
That is why a replacement starts with the old run off and the board getting a proper look while it is open.
The soffit is the vented panel under the overhang, and it lets the roof breathe.
Torn or stained, it is usually telling you where water has been.
